The Namibian Government signed a Project Agreement with the Indian Government to implement a Pan African E- Network for e-education, e-health and VIPP connectivity. The Indian government undertook to bear the cost for the set - up and management of the Centres during the initial five years of the project thereafter, the project will be transferred to a nominated AU Agency for coordination and a Namibian Government nominated Agency for operational sustainability. The project was scheduled to come to an end in June 2014. 

The Ministry of Information and Communication Technology (MICT) as the country Project Coordinator assisted and supervised the establishment of the e-learning and e-health centres e operated by the Ministry of Education and Ministry of Health and Social Services respectively.

The Telemedicine center is offering Continuous Medical Education (CME) sessions in ENGLISH to be conducted by Super Speciality Hospitals / Institutes in India, Nigeria, Republic of Congo, Mauritius, Egypt and Senegal under Pan-African e-Network Project. The date-wise schedule including CME topics have been fixed in consultation with various participating Super Speciality Hospitals / Institutes and the same has also been put on the website  for information of all concerned.


1)   Continuing medical education (CME) refers to a specific form of continuing education (CE) that helps those in the medical field maintain competence and learn about new and developing areas of their field.
2)   You will get CPD Point approved by Namibia Medical Society.  This CME is free of cost and open for everyone who have interested in any special topic of CME.
3)   These activities take place as live interaction through Tele-conferencing. We all have to look and try to see possible ways to arrange interested audience as per the session to make it more interactive. We may collect the feedback from participant, beneficiaries to seek ways of possible improvement wherever required.
The African Union Commission requested for the extension of the PAEN Project which has been favourably considered by the Indian Government and extended to the 13th July 2016. 

The Namibian government does not know the financial implications to sustain the project. The Indian High Commission in Namibia has been requested to assist in this regard and responded that the issue is being attended to. This will help the line Ministries in Namibia to make the necessary budgetary provisions/ arrangements.

1. Purpose of the Review
In order to better utilize the opportunity for the remainder of the Project, MICT is in the process of reviewing the progress made, identify challenges and devise a strategy to sustain the project after the support of the Indian Government comes to an end in July 2016.
2. Discussions
2.1 E- health/ Tele-medicine Centre
The Telemedicine Centre was set up on the 8th November 2011 and is being managed by the Ministry of Health and Social Services. Continuous medical education is offered to health professionals in the Ministry of Health and Social Services and other concerned stakeholders.
2.1.1 Progress made 
The Centre was accredited by the Health Professions Councils of Namibia in 2011. In order to ensure sustainability of the Centre after the India government has handed over to the Namibian government and ends it support a Centre Coordinator and 2 (two) technicians were appointed in 2014. Close to 70 medical courses are offered every month and one (1) second opinion (live consultations with Specialists at remote hospitals) session was held so far. In addition a special session (lecture) by the Advisor of the Prime Minister of India and the President of India was conducted. So far close to Medical Practitioners have attended the Continuous Medical Education 
Service Level Agreements (SLAs) were entered into with various vendors to maintain equipment of the Centre.
2.1.2 Challenges/Constraints encountered during the implementation process
Poor Continuous Medical Education attendance is being experienced due limited medical staff members on board. It is noted with great concern that only few people from the private sector are making use of this Centre. Although this project has started in 2011 there has been a challenge to assign technicians on full time basis due shortage of IT staff members in the Ministry.
2.1.3 Measures taken to Overcome Challenges/ Constraints
An intensive marketing campaign has been conducted, for example posters with courses offered per month are distributed to various departments within the hospital on monthly basis.  In addition emails, hard copies on notice boards, consultations with management and customer care are being used as marketing tools. The timetable will be available on the website and intranet page. 
The Ministry is now busy with the restructuring exercise to address the staff shortage. In the meantime the Public Service Commission has approved the creation of IT component at Windhoek Central Hospital and posts are already filled. Hence, the Ministry has managed to nominate a Centre Coordinator and two Computer Technicians.
INVITATION: The private and public health stakeholders are requested to kindly depute maximum no. of concerned Doctors / Medical staff to attend these CME programmes in ENGLISH positively as per the ENGLISH CME schedule. 
Conduct of Tele-Medicine Consultations:  The Super Specialty Hospitals / Institutes are in the state of readiness to provide Tele medicine consultations, to each of the African country in every medical discipline as may be desired. We hereby request you to extend your full co-operation and support for deputing doctors from Hospital and also from other Government and Private Hospitals to extensively use the installed Tele-Medicine facilities for conducting live, online consultations with Indian Medical Experts on various Patient cases. We also request you to encourage doctors and also other Government and Private Hospitals to send Patient cases to Indian Medical Experts for their offline Medical advice wherein the doctors’ physical presence is not required.   We request you to kindly extend your pro-active support to ensure effective utilization. Also please forward your views, suggestions and requirements, so as to use this network to the best of its capacity.
